Income-qualified PGE customers can access up to $11,750 in combined incentives through Solar Within Reach, while Pacific Power customers can access up to $10,250.

Who Qualifies for the Flat $2,500 ETO Solar Rebate?

Qualifying for the standard ETO Solar Rebate is much easier than applying for income-based assistance programs, like Solar Within Reach.

  • Own a home in Oregon.

  • Are a PGE or Pacific Power customer.

Does Oregon Have a Battery Storage Rebate Too?

Yes, ETO also has a battery storage incentive that helps lower the upfront cost of backup power. 

It’s available through PGE as the Smart Battery Pilot Program. With this option, you let PGE use some of the energy from your battery and earn up to $1.70 per kWh per qualifying event.

What If Your Battery Doesn't Qualify?

What is the Oregon Solar + Storage Rebate Program?

The Oregon Solar + Storage Rebate Program is a separate state-run incentive from the Energy Trust of Oregon rebates. This program is administered by the Oregon Department of Energy (ODOE). 

If you qualify, the program will provide up to $5,000 for the system itself, plus $2,500 for battery storage. 

Again, the exact amount you’ll receive depends on various factors, so you may not qualify for the full amount. 

The program reopened on June 15, 2026, with $1.1 million in available funding, but at the time of writing on June 17, 2026, ODOE has confirmed it is no longer accepting rebate reservation applications, as that funding has been fully reserved. Check the ODOE website for updates on future funding rounds.

Can You Stack the ETO Rebate with Other Oregon Incentives?

Usually, yes. The ETO rebate is just one of the Oregon solar incentives available to you. Depending on your eligibility, you may be able to stack Energy Trust incentives with programs like Solar Within Reach, battery storage rebates, and utility-sponsored programs. 

But there’s a catch. 

There isn’t unlimited funding for these programs. Most Oregon programs use a tiered structure, so they offer the highest rebate levels first, with amounts decreasing as funds are drawn down. As funds decrease, most providers will decrease the amounts they offer. So don’t assume that today’s incentives will be available six months from now. 

Programs change, and funding pools deplete, so if you’re interested in discounted solar, apply as soon as possible. 

How Do You Apply for the Energy Trust of Oregon Solar Rebate?

The process starts with finding a qualified installer. Energy Trust of Oregon works with approved contractors (called Trade Allies) who verify eligibility and submit rebate applications for you. That means you don’t really have to submit much paperwork, which is a huge bonus.

  1. Schedule an assessment: Assessments are always free. During an inspection, the installer will assess your roof and property and let you know if you qualify.
