The Canada Carbon Rebate was designed to help eligible households offset the higher fuel costs created by federal carbon pricing. The federal fuel charge was a pollution pricing system used to increase the cost of fossil fuels like gasoline and natural gas to encourage Canadians to reduce their carbon footprint. However, the government also brought in the Climate Action Incentive Payment (CAIP) to help alleviate the financial burden. The CAIP was later renamed the Canada Carbon Rebate, or CCR.

Who Qualified for the Canada Carbon Rebate

Eligibility for the CCR was determined automatically by the Canada Revenue Agency (CRA) Guidelines

The first eligibility factor was residence in one of the eight participating provinces: Alberta, Manitoba, New Brunswick, Newfoundland and Labrador, Nova Scotia, Ontario, Prince Edward Island, and Saskatchewan. The territories, Quebec, and British Columbia residents weren’t eligible because they had their own provincial or territorial carbon rebate system in place. 

Then, you must have been 19 years old, except for those under 19 who are married or a parent living with their child. 

Finally, you must file your annual tax return. Late filers may still file now and receive payments if eligible.

How and When Payments Were Issued

The CCR was distributed four times a year, in January, April, July, and October, which for some was issued alongside GST/HST rebates as a single combined payment for eligible households. 

For those registered for direct deposit, it was deposited automatically in their bank account. Those not signed up for direct deposit received a physical check in the mail. 

Those who didn’t receive the payment or received it late usually did so because they failed to file their annual tax return, had outdated banking or address information, or, in some cases, the rebate was applied to an outstanding CRA tax or other federal debt.

How Much You Could Receive and Why Amounts Differed

The amount families received varied, both annually and with other factors. 

Since the rebate was designed to pay back what you paid out, provinces like Alberta and Saskatchewan with higher fuel consumption received higher rebates. 

Also, it depended on the size of your household. A base amount was allotted to the first adult in the home with incremental additions for each additional eligible person.  

Finally, those in rural areas or on Prince Edward Island, who often have higher energy costs and fewer clean-transit options, were given a 20% supplemental increase.   

Although highly variable, families typically saw a base rate between $95 and $225 for the first individual, with each additional household member receiving between $23.75 and $112.50.
